Conjurer is my favourite character too. He comes from the Spell Tomes DLC, so he's programmed to track you down with hostile intent anywhere in the game as soon as you load in with the DLC enabled, and he's meant to drop a tome or two to show the player that similar leveled lists are supposed to drop more tomes.
Most of the modders won't be able to afford 11labs and have no patience to learn how to use Tortoise. And big mod team don't want to use AI voice because they don't want to piss off their real voice actors. So I doubt it will ever be very common
That Rattus Rattus guy would make a good side character. The way he just says "How are you?" while being attacked by a guard, he genuinely cares about you

Oblivion is one of few games where AI dialogue delivery sounds as natural as the real voice acting. And it’s an even better game than it was before because of that!

The addition of the A. I. voices made things way funnier for me personally. I have over 5000 hours of game time on the Xbox 360 version and hearing these lines in their voices is a wild trip.

Lmfao, as someone who has been a huge halo fan since it came out. The fact the first thing he was was “humming sounds gay, I’m in!” Then immediately started chugging a bottle of skooma had me rolling! I knew master chief knew how to fucking party, work hard play hard as they say.
The addition of the A. I. voices made things way funnier for me personally. I have over 5000 hours of game time on the Xbox 360 version and hearing these lines in their voices is a wild trip.
