I know this was three years ago but using a ziptie to secure some nuts or scrap metal to the end of the suction hose (and maybe a screen) would keep the end of the hose on the bottom
I got a drill pump from a garage sale for $10. It had never been used. Only used it once - to drain a plugged sink into the toilet. It had a big warning not to use it for flammable liquid 😅
Clever! How about a permanent in tank hose installation? Then you wouldn’t have to handle the oily intake hose. Maybe some kind of a through hull type fitting would allow the hose to be separate from the cap.

Sorry...but why don't you buy the self evacuating oil drain tank from Harbor Freight...over 20 gallons and pressure to remove oil...
