Now I want completing Professional Postgraduate Diploma in Teaching (English) from Abu Dhabi Uiversity. Can I become a teacher in UAE with the same diploma and without B.Ed.

Mainly those people who ask for money are scammers and especially those people who you see with toys and pens and all asking for money they're arranged by agencies and are not really poor people. To prevent scamming and deceit Dubai fines these people. If you see there are so many organisations in dubai like Dar al Ber and Dubai Cares that actually provide for the genuine poor people and needy.
Begging is illegal in the UAE, and police say it poses a threat to public safety and security. Offenders can face up to three months in prison and a fine of Dh5,000 for begging. There is a minimum of six months in jail and a fine of Dh100,000 for organising begging.

When I got into the car and tried to close the door he blocked it and continued to ask. If they're genuinely in need they can approach the organisations that are set up for them. They're there to help. But the scammers know they can't do that cause then they'll be in jail and they're not actually poor.
