for 2013 Dodge Journey it was able to read the pin. Don't know about 2017.

It says it can read the PIN, did you get the PIN from the tool or did you get it from the dealer/locksmith????

yes. it read the pin from the vehicle

Can you program a key that is already married to a different car? Still have my spare key from my old car (2018 charger), want to program it to my new car (2017 charger)

Don't know. Since I don't have 2 cars using this fob, I cannot experiment.
