Randy's been constantly at a main event level and done every possible feud or angle humanly possible with any wrestler WWE had for 20 years. He also has one of, if not the best finishing moves ever (because a Diamond Cutter/Ace Crusher/RKO done right is just insane), and the "Outta Nowhere" meme is fantastic.
Orton is one of the best they've ever had, and one of their best still to this day. Booking be damned if you want, but WWE don't just let anyone be THAT good THAT long without a performer being up to par. He had many stupid issues 10-15 years ago, but has fought that off to be WWE's go-to performer.

How many times have we all heard the legends say 'If you could build a superstar from the ground up he'd look like Randy Orton'

Jake the Snakes greatest strength was his psychology on the mic and in the ring and he certainly wasn't trash in his first WWF run (The rest of his career is debatable 😂 )

Orton probably has the smoothest wrestling mechanics I ever seen. He’s so fluid in the ring that his moves has an artistry feel when you watch his matches. However, I was never that impressed by his promos and sometimes I feel that he be on “cruise control” too often. I also didn’t like how he got Kofi’s original push derailed due to a miss spot in they’re match but there’s no denying that he’s had a great long career and is still relevant 20 years later.

He admitted that there was a time when Orton didn't talk that much on the mic and put a lot more emphasis on his in-ring work. But for the most part, his promos are some of the best I've heard like in the wrestlemania build ups in 2006 against Mysterio and Angle, 2009 against Triple H, 2015 against Seth Rollins, 2020 against Edge and many more. Say what you want about Randy Orton, but he developed the look of a wrestler, family tradition, excellent worker, excellent athleticism, and his Legend Killer and Viper character work was great I think. His heel work was the defining work of his career in my opinion. Now, as a babyface with Riddle doing quiz bowls with Alpha Academy (Chad Gable is a great and annoying heel at this point in my view) he is still over almost 20 years later as a star talent, still looks great, has crisp work in the ring, and helping to get Riddle over. Children today are doing his pose the way I was almost 20 years ago.
Rarely, not impossible, but rarely do you have the son of a star professional athlete, let alone the son of a pro wrestling star, that is as good or better than his father.

I think it’s partially because it’s difficult to pin him as “the face” of a specific era. I liked Randy from the moment I seen him debut. Of that Class of '02 Mount Rushmore, he's the one that impressed me the most career wise. He's believable, he can talk, he can work for a guy thats not usually technical, he has the charisma & commanding presence, size, a solid unorthodox moveset & good background story. The guy has in my opinion some of the best dropkicks I've ever seen in wrestling (even Jim mentioned that crispy standing dropkick he always had).
It wasnt until I watched him give the Fabulous Moolah that RKO that I believe kicked off his Legend Killer gimmick where I said he's a superstar thats about to blow. That guy that sent in the question is either straight hating or he hasnt watched Randy's body of work long enough to critique him properly.

The run he had between '06 to '09 is some of the best heel work ever.
The 2010 Randy Orton is the smoothest most fluid wrestler I've ever seen. He puts out great stuff when he's with got a program with someone good.
And now look at him. He's got the most ever matches on Raw, most matches on a WWE PPV. Credible enough to still enter the title scene and hold it.
When it's all said and done, he'll be one of the best ever to step into the ring.
