I found that if you do the following in the early game , everything else is a cake walk and you'll even be able to route sturm. middle co(grit): rushes the two bases using a day 1 tcopter as fodder( these bases may be covered by the cannons but their purpose is to produce infantry and mechs as walls for grits op indirects that not only allow you to defend, but straight up obliterate any forces coming down the middle right co( I use max) has it easy: RUSH the missile silos up top. Sturm NEVER contests this move and prize of 5 missiles is far greater than the extra few days of income from capturing cities a few days earlier. Capture the forward base early on... this can all be accomplished by buying 2 tcopters within the first two days. Both side cos need to rush the silos at the bottom and use them to exclusively ruin the capture of the two bases on the side. This is the difference between having an easy mid game vs absolute hell. also since the right side has it so easy, say to produce neotanks since youll save a day or two of having to position bombers since that airport is so damn far away. The left co( i use eagle), receives the blunt of sturms troops but I found a way to circumvent this and the secret here is to only produce infantry, transport, A-air, bombers and fighters. Those scary bombers and neotanks arent scary when they can only target infantry that are spread over the map. Just try keep your a-air safe( these are mainly used to kill fighters and protect that forward base from capture). if youre mainly fielding those units, sturms just wasting his money but I'll repeat this again... DONT LET him get the forward base... SACK a bomber or A-Air if you have to. Eventually the income disparity will allow you to route sturm in like 20 days. Don't get too caught up in capturing every city( do go for the bases tho) early on cause the properties that you have are enough to field key units that allow you to win the early game and stop sturm from ever becoming a problem. TL;DR right CO rush the both upper and lower silos and the forward base. Their job is to supply constant silo pressure and destroy the right cannon. Middle CO: use grit, rush the island bases designed to produce infantry fodder and use his indirects to defend and even push back the middle until the cannons fall. Left CO, grab the lower silos, prioritize preventing the capture of the forward base, produce units ( fighters and bombers) that makes the bombers and neotanks that sturm produces a waste. Eventually sneak a bomber and a guardian fighter to destroy left cannon. Last note... DONT destroy units that you dont have to cause a meteor strike is more problematic then that apc or the infantry hunting neotank and bomber( the map is so big anyways that sturm will probably not reach them lol)
Your score is only determined by your leading country, in my case Orange Star. So if I killed a lot of units with Eagle or Kanbei it wouldn't count towards my score. That might be your problem.
I think if you beat the level with Eagle then he should ask for a rematch. Rivals 2 Electric Boogaloo. (Rivals was the final hidden mission in one that could only be unlocked by using Eagle in the final battle against Sturm. Eagle wants rematch against Andy, and the map and troop deployment are hilariously tilted in Eagle's favor.)
You have to kill a certain percentage of the total enemy units in a single turn. If the mission goes on for longer, Sturm will build more units and your power score will decrease. It's different for every mission though.
Since I can't reply to the comments here due to stupid RUclips, I'll just post a few things. That thing about the "lead CO" getting to Power and Technique scores isn't entirely true. Basuically, whoever destroys the Deathray is the one who's Power and Technique scores end up counting, so you need to plan in advance who will do it. (Hot Pursuit works like that too, by the way. The one who destroys the final cannon gets the Power and Technique scores) This CAN be one of the side COs, and in fact tends to always be in my runs. I always tend to put Max on the right side, but still have him be the one to take the Deathray out. Eagle works for that too, though.
I guess you might have been thinking of AW1, where Andy (the center CO) was the only one who counted for Power and Technique. The one thing I'm not sure of is how things work for the Factory missions. I'm pretty sure there the one whos Power and Technique end up counting is the "home country" CO. (E.g. the Blue Moon one in Factory Blues) rather than the one who destroys the pipe. The reason I think I'm sure is that the home CO always gives the line on the results screen, whereas in Hot Pursuit and Final Front the one who fulfils the objective delivers the line. My guess is whoever appears on the results screen is the one who gets the Power and Technique scores.

Summary Now I will present to you my fifteen objects in the story. the clue was the stamp that cost 7.500$. One of the dangerous things that the girls had to go through was a bear that had attacked their car. The envelope in which there was a note that told the three girls where to find the clue. Mrs.Strook's Uncle's journal that he had written the letter that had said there was a clue in the old stagecoach. I wish that there was more to the end then just a 7.500$ stamp. I wished that there was more coming up to the end. I loved the part about Mrs.Strook.
I swear, this game hates me. The RNG never lines up with any guide. I've tried this mission 3 times now with this strategy. All 3 times, the medium tank that was built on the right in this video ends up on the left. The second attempt failed because the fighter on the left was built up near the cannon instead. Kanbei always gets swarmed around Day 7 unless I use the missiles to cause the horde of tanks to retreat.
Actually, since there are only 11 properties where middle starts, I started ignoring them and just taking their citys as the middle. Just did this 5 min ago lol
I had used the same set up as you did and at first I had killed 3 with Max before destroying the Death Ray and I got 55. I started again and I killed four and ended up with 287 for some reason. I always thought you had to kill 3 units with the leading country in one turn to ensure 100 power score
doesn't work for me. The enemy has tons of anti-aircraft, fighters, anti-aircraft missiles, etc. and 1000 heavy tanks and bombers with which he overrun me in 7 days
The facct that black storm can only kill 1 infantry from a group of 5 is rational. The fact that it affects the whole board is also rational. But HOW THE HECK did he kill STURM, stronger than an infinity of infantries with a single black storm?? My theory is that he concentrated it on a single area (if that's even possible) so he can get way more than 2 damage on Sturm to kill him.
Hey fatguy can you help me. I only got a plus 66 power ranking on this map and I destroyed 9 units in one turn. Sturm only deployed like less than 70 units total. I did kinda do some cheapo stuff like encircling a damaged unit but that shouldn't matter right? I got 99 on speed and 100 on technique but I'm so pissed because I've redone this match twice now and I'm not gonna go back and do it again. You're max strat look better than mine tho. I used Olaf, Drake and Sensei LOL
god this mission might as well be called trial and error. Because the RNG is fucking insane with how easily your run can get botched. And all i'm trying to do is beat the damn thing. FUCk the ranking i get
Or you can just rout the map instead. You just need to put early pressure on Sturm's right and left expansions with the CO in the middle helping out if possible. Afterwards you push up on the right and left sides and take everything. Finally you waltz leisurely to the deathray.
Try the strat where u just sneak in with Colon cheap bomber, and use Eagle or Max's bomber to get shot at by the cannon so Colin's bomber can pass. It's a very cheese strategy but an easy S rank
yeah, and it really makes no sense since they have other new COs with similar things that still have their powers boost movement, along with other bonuses. I guess someone at IS really didn't like Max for some reason and somehow got even more nerfs approved

The fact that Hawke used his super CO power at the end means that Sturm had 2HP by the end of the battle and Hawke had 8HP

I wonder if going head-on against Sturm in this mission is actually doable. All the strategies I've seen involve a one-shot bomber rush.

1 year late, but if you play on vba it can easily be abuse by save state, or even better just use cheat

Nice gameplay. But I like to play with fog of war on. That's where your true strategy skills come in. That's just my opinion though.
