      Yes but no. It is not formally considered part of the Scandanavian block BUT...
      1. it IS a Nordic country and part of the Nordic block with the obvious overlap to Scandanavia
      2. a substantial part of the NW Finnish landmass is on the Scandanavian peninsula
      3. Finland has historically been part of Sweden (Kalmar Union) so HAS been part of the Scandanavian union
      4. Culturally it is very close the Scandanavian countries.
      The real heart of the issue is population origin, the Finns are part of the Uralic language groups (Estonia, Hungary, etc.) wereas the Scandinavians are Indo-Euro (Germanic). But because of the proximity and cultural closeness, history, and geography overlap, its often referred to as Scandanavian in the UK and US... it's not precisely correct but it's not _wholly_ wrong for reasons I just listed.
      A bit like how we call the USA and Canda and Australia western country but they are not in the west. And if population origin was part of that then we would expect Latin American countries to be considered western (Iberia being the western-most part of western Europe) but that doesn't happen.
