It's a bunker. They'd be relatively safe from bombing 6 stories underground.
Why were civilians in many other besieged cities like Stalingrad, blockaded Leningrad and so on?
In Mariupol the evacuation on grand scale started too late due to the fact that the city was quickly surrounded and heavy bombardment as well as street fighting became an everyday thing there. The civilians took whatever cover they could and naturally steelworks that allegedly can withstand a nuclear strike was considered as one of the safiest places in the city at that time.
Then they heard about people being forcefully transferred to Russia, they heard about Bucha massacre and other things and were too terrified to do anything. They even asked Azov battalion to protect them.
Moreover it is most likely the main reason why Azov couldn't fight its way out of the surrounded city despite the fact that even being outnumbered and under constant shelling it conducted a number of successful counter attacks on tactical level.
Fighting their way out would have meant to leave the civilians (some of them in pretty bad shape, wounded etc) to their fate.

It's not in the Azov battalion's interest to allow all the civilians to leave the steelworks complex, because - once it happens - nothing will stop the Russians from leveling the plant and all its defenders.

"2 months" is, by definition, months. She said they're there from March 2nd, today it's May the 5th.

I wish they would have done what we in srebrencia of Bosnia and Herzegovina did which is dig a very long tunnel to move the injured, to get food, water, supplies, ammunition. Why did the civilians decide to go into the steelworks instead of escaping through the many roads leading out of the city before the Russians got there?
Because the Russian military was shooting people trying to escape, so many of them were probably too afraid to even try.
From other news sources which does not ban news from the other side of the war (similar to youtube starts with a r ends with e) the civilians where taken in by the Azov militants. Now the civilian's don't have any way to communicate with the outside and rely on Azov. So the civilians wont even know they can leave and that there is a ceasefire if the militants don't tell them and keep them as human shields. They only released civilian's in exchange for food. Its very hard to know what's happening with all the propaganda so its important to hear both sides and very suspicious when one side talks of freedom of speech, democracy but bans all news from the other side
