Hermon played the nice guy and in effect made sure the cops did not decide to check out the other vehicle. You really think his mate did not notice a two blues cop car had pulled him over who was practically up his backside? No way. The other guy saw what happened, shat in his pants and just kept going until he got off the next exit and parked some place safe - then rang Hermon. otice how Hermon mad sure he let his buddy know he was INSIDE the cop car lest he say something. Also the contrived way he went explaining about the insurance. Hermon and his buddy got away with minor traffic compared to whatever they were upto.

At one time, it was just if you had insurance or not, now they delve into your policy to check whether you are actually covered for the nature of your journey. They will have a roadside pull in, checking people going to work, to see if they have commuting as well as social domestic and pleasure on their policy.

Surly towing a vehicle with a rope or other device is clearly an accident waiting to happen and shouldn't be allowed on motorways. The vehicle being towed would have limited brakes without hydraulic assistance, which is run by the engine. If the vehicle towing had to stop, the towed vehicle would not! Brake assisted trailers and caravans and flat beds only would make great common sense.

It's not usually as dire as you might think with a towing pole, most cars the brakes work reasonably even with the servo vacuum exhausted you just have to push the pedal significantly harder & the pole also contributes often enough to not use the car's brakes if you drive carefully, I wouldn't use a rope on a motorway since on a rope you'd want to be using speeds that would be hazardously slow for that type of road.
Even the AA & RAC have been known to use a simple rigid pole with a socket for their tow ball & a suitable connection to the vehicle's towing eye if it happens to have one.
