The two youngest are the cutest together. I think Jyushi only asked Todo out because it has always made him so happy and grateful that at least he has someone who calls him 'big brother'. This is his way of thanking Todo and showing his appreciation that he is there. Sadly this is an episodic gag anime and has to be in this way...
Fans have a habit of always over-analyzing everything. I don't think the writer thought that deep. Reading the writer's interviews, I found what he thought aren't the same as what fans like to assume.
