The second troll level used a progressive powerup which means you get a mushroom as small Mario but a different powerup as big Mario. These were introduced in a mario maker 1 update and were added back in the sequel.

Dave the room did not change, in the second troll level, the only thing that happened is the mushroom changing into a p balloon because you can set powerups as progressive powerups which means that if you are small Mario the powerup will be a mushroom and if you are big Mario the powerup will be whatever you set it to, in this case it was a p balloon
I hope one day Nintendo will add the option to always be Link and SMB2 style in a level. So no need to first grab a powerup, and able to lose it, but just be in that form until you die!
