In your example, if there is an emergency or crisis, an authoritarian leader would be best for the group (for exactly the reason you identify). That's why there are different management theories. Check out Hersey & Blanchard's situational leadership theory.
I believe this style can be effective in certain industry but is even more strong when the leader is able to combine different style to fit the environment.
