Ik this is late by 2 years lol, but I was level 21 a few days ago, so I went on fame booster, some good friends helped while others ignored me I cri. But I Was also trying to get rewards. Like do 10 diamond statuses then I got one that was spend 2000 diamonds, and... it leveled me up to 22, then halfway past 23, so my friends helped more then I was level 24. :P so I leveled up 3 times mostly with some friends help and a award that was 500,000 fame but since I was on fame booster it was 1,000,000 cx yah xD
At the end you should've given the girl you gave a shout out to a Greeting. They get you 3000 fame but cuz you were on Boost it would've given you 6000 fame and the video wouldn't have been disappointing. :)

No she's not. Some people are very selfish and want to help no one but themselves. She's a sweet girl and I'm pretty sure she makes an effort to help people sometimes. >.
U shouldn't only rely on other people to make you level up but you should also do some stuff to earn fame like spin the fame wheel or give a greet to your back up
