That is the fuel pumps coming on. The other whiney sound before that is the electro hydraulic pumps.They are on from the get go so that the pilots can see if there is any hydraulic leaks during the walk around. Only the left fwd fuel pump is on (from memory) if the APU is started so that it has a fuel feed.
Audio here is extremely underrated. Top notch
I love the high pitch humming that the 737s with the CFM engines make, there's no sound that excites me quite like the idle hum of a 737!

I miss flying an Southwest B737 From New York LGA to Saint Louis and Back this month. It sounds like an A320 Engine sometimes.
The cf56 is pretty much the same engine for the 320 ceo and 737 ng.

airbus a320 is my hobby. some engines sound like a freightliner accelerating on a freeway when the plane takes off.
By the way the Airbus a319-321 uses the same engine, Cfm-56 I personally love that iconic hum of these engines.
