Unless that woman was part of the Kazama family(which I think is highly unlikely), there’s really no reason for her to share a resemblance with Asuka. Its either Asuka's sister/cousin, a brainwashed Asuka, Kazuya and Jun's secret daughter that Heihachi raised to be his heir, a cloned Asuka with Heihachi's memory implanted, Heihachi had a daughter with one from the Kazama clan (hopefully its not Jun), or Tekken model designers had a bad case of same face when designing beautiful women. And there is no relation to the Kazama's.
It can't be Kazuya's daughter, she would have had the devil gene just like Jin and Heihachi would have thrown her from the stratosphere to the earth's core already

Asuka and Reina look similar because that's a semi anime stylized version of a Japanese female in Tekken. You could argue it for Alicia and Jun as well, if you put the same haircut on them. Asuka and Reina just happen to already have similar attitude and hairstyle.
This is actually such a concept it would honestly make me so happy if it turned out that Reina were an iteration of Asuka because many people talked about how Asuka was almost certainly a plan that she was going to have a major role in the series until Lars got created, I know that the possibility is close to none but nevertheless I will keep hoping that someday Asuka is actually important.
I personally prefer Lars over Asuka because his existence in the franchise played a role in the story while she was just Jun's tomboy teenager replacement.
My personal theory is that Asuka had become too "silly" thanks to her ridiculous rivalry with Lilly. Reina will likely fight Jin and Kazuya in the story mode, and they probably felt that Asuka posing anything resembling a threat to either of them was too unbelievable since she can't even beat Lilly decisively.
