It's hard to stop a child from doing something that comes naturally, especially to a witchlet who's being picked on. So Tabitha let the brat have it. Love it.

At the beginning, Tabitha told Samantha that she wanted to wear blue jeans.
Samantha told Tabitha that she was wearing a very nice dress because of her Grandma Stephens coming for a visit, but plans changed.
This wasn't the only time Tabitha had to deal with a bully. In a later episode, Tabitha deals with another bully on her first day at school by turning him into a frog in order to teach him a lesson.

I love how Sam’s eyes widen when she hears “We don’t have a dog”-she already knows EXACTLY what happened. :p Love the pun on making a bully a BULLdog, too. Life would be a lot easier if we could turn bullies into different things! Maybe Internet trolls could become Troll dolls. :p

Agree - When she said "We don't have a dog". Sam knew exactly what happened. Love her expression when she asked Tabitha where's Michael ? Then she pointed to the dog. Sam said Tabitha oh no you didn't. etc.
She also, later at school, changed a bully into a BULLfrog.

The other mom is played by Peggy Pope, the boozy "Atta girl!" secretary from "9 to 5". One of the best character actors ever.

Tabitha was supposed to be a fairly powerful witch, even though she was half mortal. She probably would have greater powers than her mother when she got older. (Jan Griffiths).

But to Samantha, Tabitha was being naughty and she refused to follow her mother's rule to not use magic. To Samantha, Tabitha was always looking for trouble.
Imagine this is real life. We must understand that what Tabitha did to this boy, someone's son, not even a relative, that magic could actually hurt the boy. If the magic caused harm to the boy, it's not even Tabitha's fault because she was still a child. It's Samantha's fault for leaving her unattended with this boy.
So she was frustrated. She must be thinking, how many times must she explain to Tabitha the "danger" of using magic.
Not easy, you know. You want your child to blend in but life happens.
Of course, this is comedy. What Samantha should have said, "we talk about this at home, change him back now before something else happen to him." Samantha should not blame her daughter "personally" (because it's Tabitha's nature as a witch), but to react to the situation so it can be fixed asap.
Good for Tabitha! She's so adorable!

I would've appraised the girl for dealing with that jerk. And for her incredible use of magic at her age and as only a half witch.
Though to be fair, the episode that Endora and Hagatha formally tested Tabitha's powers showed that she was stronger than a typical full-witch of the same age. Apparently, being a half-witch never factored in for her.
There is not a witch or wizard born today who is not half-blood or less-besides-there is not a single spell our Tabitha cannot do-don't you forget that!
Elizabeth Montgomery's facial expressions were great, & looked even better on such a pretty face.

Another part of this scene I love is when Sam comes out and sees what Tabitha did and asks, Where's Michel? Tabitha points to the dog. Then her mom asks her three other questions. Each time Tabitha nods.

That little boy came back the next season in “Samantha Fights City Hall” when he says that Tabitha can’t slide UP a slide, and she does it. I remember that one because Diane Murphy plays Tabitha instead of Erin, and it’s clear that it’s a different little girl.

As a teacher I saw this sort of thing all the time. What frustrates me is that their child not only harms everyone around them but the child has become a loser too.

How can Samantha say that when the kid was acting like a jerk to Tabitha? Sometimes I think she's a bad mother. Grandmama would've changed him into a toad probably and made him hop like frogger on some highway.
She's not a bad mother, she just wants Tabitha to know that she can't do magic when she's with people who don't know about witchcraft.
