Players will first need to acquire the weapon before using it on these 3 NPCs. To acquire the weapon you must progress the Nightweaver story arc in Losomn and feed the Nightweaver's Web the Nightweaver Stone Doll.
HUNTRESS
00:00 Dreamcatcher on Huntress
Provides a dream consumable which when used allows you to fight the Huntress in the Briella Reverie. When defeated the Huntress drops the Sacred Hunt Feather which can be used to craft the Familiar weapon mod.
BANE
01:18 Dreamcatcher on Bane
Provides a dream consumable which when used unlocks the Bane mini boss fight. When Bane is defeated he drops the Wooden Shiv which can be used to craft the Invader archetype engram in Ward 13.
NIMUE
03:13 Dreamcatcher on Nimue
Provides a dream consumable which when used provides access to a secret area with the Anamy's Echo. This item can be used to craft the Crescent Moon bow in Ward

Are you positive you have the Dreamcatcher equipped? You also need to be quite close
