Noel Dean Majalis is better. Don't get me wrong, Nemer is a great fragrance however, this has a unique spiciness/sweetness that I've never smelled before.
In the chapter 1 series I would say that there are about four that are just as good especially leave the last three that I mentioned in this video. However the chapter 2 collection I would say all of them are as good or even better than Roja Dove

I mean the quality of the raw material in the perfumes. A lot of the houses say they use oud but it's synthetic yet they charge as if it's real.
