Why is the grunt section in the beginning of the game skipped in the No Cutscenes Any%? Is it just particularly annoying and the speed running community agreed for the sake of convenience and that it was better to skip it?

Go to the titanfall two leaderboards on speedrun.com and go to the resources tab. There's an entry called fastany% resources. Also download livesplit, set up splits (or download premade splits from the resources tab) and use autosplitter and check the box that says "auto load NCS"

its a category called no cutscenes where he's loading save files at specific points to skip all the cutscenes and waiting

yep, there are specific cues for you to load each save which are agreed upon and listed in the rules
also if you load a save too early time is added to account for it
