Areas with monsoon like weather need to make swales and catch basins a State and National matter delay and retain water on public lands turn all that scrub land into green land and lessen the flooding.

Seen worse... Google "October 1994 Flood Texas". That was totally EPIC! Now in 2017 Harvey rained a lot but it was never very intense rainfall it just went on for a long time. This though, and Oct 94, is super intense downpours that just keep on coming! And to think earlier this year parts of Texas were burning out of control due to drought conditions and now we can't turn the tap off. smh! 😕
