Mr. Satan on his own, with no Ki control whatsoever, is a beast in the normal world. That man would be as beloved an icon in martial arts in our modern time as Jet Li or Chuck Norris. On top of that, his daughter inherited a lot of his potential and strength. Videl is a good representation of what Mr. Satan could be if he wanted to learn.

If this story makes to the Universe 6 Tournament, have it so that Monaka actually IS the strongest person in Universe 7, but was largely un-noticed due to his job taking him all over the galaxy, and his lack of knowledge regarding his full strength.
I've always liked the idea of Hercule Satan genuinely coming into his own as a martial artist. If he was introduced in OG Dragon Ball, he'd DEFINITELY be a high tier obstacle for Goku to overcome. Just like Tao Pai Pai, Tien, Jackie Chun, Mr. Popo, etc.
If only he managed to learn flight... too bad he was going about that all wrong and never learned ANY Ki control. Well, aside from his Dynamite Kick, which literally explodes when it lands. Small explosion. But still.

Honestly I could see Hercule being the Johnny Cage of the Z fighters. People see him as a joke but he actually trains and works is but off to be one of the strongest of all the Z fighters.
