UN has failed presently in protecting Ukraine and Israel so not much changed in that regard. Much like the League of Nations in the past, as you covered.
IHL is a whole needs to be developed upon more. The concept of proportionality when it comes to military objectives for example is a sham.
But there is no world war so it’s still successful
