As an American it pretty frustrating. Im all for being sensitive and understanding of other people, but here in the US a lot of people have gone so far in that direction that it has actually been pretty detrimental. Like being unable to joke or have honest casual conversations makes having discussions about sensitive topics really hard. Its basically just becomes taboo to talk about certain things.
My dad used to do that, he would raise his hands and make a cat/animal calling sound like “tch tch tch tch tch” to get the waiter’s attention, me and my mom would usually call him out and tell him not to do it because it’s rude, I honestly don’t know where he even learned or get that from. I was born after him and even I know better.
The waiter thing I think really depends both on culture and on the quality of restaurant people are used to. If you usually go to places where waiters don't pay attention or are always busy etc, might make sense to make some noise to call a waiter. Though, there are contexts where some people really are doing that because they are rude...
