In New Zealand, where we drive on the left and RHD is the norm in our cars, the indicator switch is on the right and the windscreen wiper switch is on the left. Interesting that in the US, the indicator and headlight/windscreen wiper switches in a RHD car are on the same side as in an LHD car. I think UK cars are much the same. So that would be an extra thing to get used to if you drove an RHD car outside North America.
One thing I didn't like the same steering column for both sides: ignition switch. When entering the LHD car, you use your right hand to unlock the door lock and left hand to open the door. In the car, you still use your right hand to turn the ignition. For the RHD car, the process is reversed. However, when the ignition switch is on the right side, you are forced into the awkward procedure of using your right hand to unlock the door lock, open the door, then start the engine. That was before the remote lock and start button became widespread and common. I also prefer that the turn signal indicator stalk be on the right side as to free up my left hand for shifting the gears.
in other states can you have a right hand drive that newer then 1998. i checked on lhd japenese imports and it says that the car has to be 1998 or older is that just a california rule or nation wide
I have no idea. My guess would be talk with the dealership, but seems like that’s not much help for you in the area you live in. Maybe try finding one used. As you may know Jeep stopped making the RHD a few years ago. Any reason why you want a manual RHD vs automatic? If your using it for a Mail route I’d think automatic would be best. I’ve never seen a manual RHD and I’ve sold several used RHD over the past several years. I’ll let you know if I find out anything. Jump on Reddit or a Wrangler group on FB. I got a 2015 RHD JKU, it's a ton of fun and a definite conversation starter. I am learning that when ordering parts you have to specify RHD.

Steering on right side and driving on left hand side are correct positions, more ergonomics.
You could argue that there's a bit of skill letting your non-preferred steer the vehicle.

Have a property on a Caribbean island right hand drive is standard. Can't wait to get one for the island.
