If fire is not quenched while it's burning, every fire isn't quenched IF it's still burning. I think it means man cannot quench it and Only God brings it to an end

God can bring life from those ashes. Christ died for the ungodly. All live in Christ.

The eternal fire refers to the people that died.
You do not know how to interpret scripture correctly . The people that died are in eternal fire , not the cities.
