Your welcome! There is Reddit Ads which is what I think you are referring to. You can just search "reddit ads" and you should be able to sign up for it.

Mod mail them, ask if they can include your community in the sidebar links. Say something like this: "Can you include my community called r/___ in the sidebar links? It is a community about ___" before that you do need a decent amount of posts to start off. Posting from alt accounts can also make it seem more lively in it's starting stages.
are you talking about your subreddit name? or reddit username? If your talking about your subreddit name that cannot be changed after you create it. Same for a reddit username.
