So after watching this movie and scene for the umpteenth time in 41 years, it finally dawned on me, that it was Frank who clearly set up Tony in the beginning too! Omar was just someone Frank used to bring it all together. Case in point, in this scene when Frank says, “Please Tony okay all right! Gimme a second chance! Ten Million. I’ll give you ten million dollars right now ! I got it in a vault in Spain. We'll get on a plane.” This echos what Hector says to Tony at the Sun- Ray Motel. He tells Tony, “Sure, I got the stuff, but I don’t got it right here with me. I got it close by!”
Such a brilliant scene, especially the end where the tension is broken with humor, and mercy. The point there is that Tony had assumed already Ernie was going to follow the code and not rat -- this maybe was naïve, as Manolo seems to worry. But Tony has no animosity for Ernie (despite razzing him in an earlier scene for working for Frank), and really only came there to settle with two enemies - Ernie was 100% forgotten/afterthought. So he surprises everyone by going the peaceful, constructive route. In this context, and following some hidden themes in the movie (Tony never actually assaults or even really harms any non-criminals in the movie, other than maybe his sister, who was dabbling in his world) about how Tony tries to work in the underworld but aspires to live in high society, where he does value rules and the system working correctly. It's a source of some of his angst later in the film, as he gets more powerful, but still isn't happy (and doesn't have any kids from Elvira, a pain point in their relationship), and starts to realize the system actually has even worse problems, and even scarier sharks, than what he imagined.
