Unfortunately it's not a straightforward answer. Some decks, like this spell slinger list could have a little as 10-15. I've played against 0 creature decks (other than the commander) that perform great! Other decks like the Riders of Rohan, an aggressive combat deck, have over 30 with plenty of the other spells creating more creatures. As a general rule I would focus less on the ratio of cards types (creature, sorcery, instant etc.) and more on the ratio of cards that advance your gameplan with 30 being a good target of "doing the thing." Heck yea, you'll need the 3 spells to "turn on" Stella Lee first of all. Cast a Pteramander (or any other spell). Cast an instant or sorcery, Vandalblast in this example and hold priority. With Vandalblast on the stack, cast Return the Favor, paying the first spree cost, targeting Vandalblast and hold priority. Activate and resolve Stella Lee's ability, tapping her to copy Return the Favor. Because of Stella Lee's ability you can change the target of the spell you copy, so rather than the copied Return the Favor targeting Vandalblast like the initial casting, you will instead target the initial casting of Return the Favor. The copied Return the Favor will resolve, putting another copy of Return the Favor on the stack, where you will again target the initial Return the Favor. You can keep copying Return the Favor for infinite Magecraft triggers at this point. It is very important to have that initial instant or sorcery still on the stack though because you will need it to break the loop. With Archmage Emeritus you could draw your whole deck. Storm-Kiln Artist could give you infinite mana and then some. Zaffai, Thunder Conductor could burn the table down if you have at least 1 CMC 10 spell in your library. The latter two aren't in the precon but are possible additions if you want to lean more heavily into this style of play.
I did a RtF copying RtF loop in MTGA and can confirm there is no additional cost for the copies. But it does function like other modal spells where the spell and selection are set for any copies. So you can change the target of the first mode but can’t change it to use the second mode.
Return the Favor combo, in the deck as currently constructed, wouldn't be able to knock any players out or win the the game on it's own. It would need other options introduced into the deck. I could be missing something but nothing jumped out at me.
Yes, although you would need to tune the deck to better allow your flickers. You just need to also have a combo piece for the flicker effect or a way to give creatures haste so you can flicker the commander. Thankfully the playstyle of this commander offers a lot of flexibility.

I’m so happy you mentioned this! Cerulean Wisps is a very good add into this deck and at the time this video was produced was about $1.50. Just looked back at the price now and it’s over $10!

Welcome to the hobby! A copy of a spell would go right onto the stack without needing to pay the mana value :)
