Electrolytic caps were dry and a couple were seeping. Alignment was out to lunch. Things to consider is it happening on AM and SSB or just one mode ? Possible faulty RF cans or final transistors low gain. A low gain transistor will sometimes get really "noisy" with low output. A spectrum analyzer can be helpful with that.
