Dec. means decrease which in amigurumi it is usually an invisible increase. For this you put your hook under the front loops only of the next to stitches, draw your thread through those 2 loops, get your yarn again and pull through next 2 loops. The parenthesis mean this is the step you will be doing, *means you will do it that number of times, in this case 6. Inc. means increase which is 2 sc in 1 sc on the previous row. I hope this helps.

Just a personal opinion as a beginner: I wouldn’t recommend this for any beginners reading this, I am a beginner and this took me many hours to finish and I’m not sure if it is just me but it is very confusing and my turtle doesn’t look right. I love this design and idea but this is a more advanced tutorial in my personal opinion. Thank you for this tutorial !
The only thing I would add for beginners is to make your first stitch in the same stitch your chain one is coming from. That might have been the issue you were having. If you start the first stitch of each round in your chain one the increases and decreases come out exactly right
Just made one today :) I love the pattern. I slowed the video play down to .25 to watch how to do the petals. Next time I make one, I will probably make the tail a little pointier. **On R10 on the head, it says to INC but I think you mean DEC at that point. I used Red Heart yarn and 3.5mm hook.

This is a really difficult tutorial as u added chain 1 and with the chain it adds a stitch and it's making me so confused and I've been saying here 2 hours with non proportionate legs PLEASE HELP I'M LITERALLY DYING IN DESPAIR
You can just work in the round and ignore the ch 1 and slst. It will not affect the finished appearance. I think it's just a matter of preference (hopefully the pattern writer is okay with this if not please delete) 😊
I noticed my petals aren't as defined compared to if I peacock they way she did in the video in both the triple n double crochet, still just as cute tho
So I did it again a 3rd time, I took 36 (stitches) and divided by 12 (Petals) and it said 3. So the first petal, I put the ch 2/dbl ch in one stitch together, next stitch the 2 TR, then the dbl/ch 2/sl st. Then the next I ch 2 then put the dbl in the next stitch and finished the rest the same. That gave me the 12 petals! Also didn’t know what a peacock was 😂 had to watch the video many times just for that
So, whenever it has ( ) with instructions, it means to do everything in the parenthesis in the same st. So like (1dc, 1tr) would be one double crochet and one treble crochet in the same st, hope that helps 😊

Sorry that my tutorial are confusing. 6 inc means 6 increase single crochet. Crochet 2 sc for each stitch.
