Well, in the Marvel universe, when you have the US government, or a shadow aspect of it, waging war against mutants, collateral and property damage is highly acceptable in the grand scheme of things.

The difference is that unlike the Avengers, the X-Men aren't under any government agencies like S.H.I.E.L.D and the fact that The Brotherhood is known for it's cause of proving mutant superiority leads to humans fearing mutants. There comes a time where the X-Men are somewhat trusted and authorized to operate but still under surveillance from the government and sentinels.

But right now they supposedly are under America's democratic government's control. One thing is your military taking over and limitating civil rights for the sake of fighting dissidents or harpted groups. Another thing is a democracy with a flying tank smashing your home or business every time someone the government doesn't like is seen in your neigborhood. The questions after this instance alone should have shut the Sentinels program down or forced them to take over much earlier. Has Congress at least passed a law saying the government can use giant flying robots to police the country?

Other than that, Marvel Earth's U.S. government can get pretty ignorant and/or corrupt depending on the continuity. Especially when guys like General Thunderbolt Ross or Dell Rusk start running things...
