Yes, the rice is cooked and let out to chill while you're preparing other ingredients. It's actually the best to have leftover cooked rice to use for fried rice dish cause the grains will be more separated.
Hi, flavor wise, you could add soy sauce or fish sauce which will definitely enhance the flavor. However, adding soy sauce to the rice directly will give it a tint and lean toward brownish color. That's why I marinaded salmon with soy sauce to get the flavor, yet seasoning fried rice with salt or garlic salt instead to reserve the nice golden hue added from turmeric/egg/

I think it would taste good too, just make sure the garlic is finely crushed and brown before adding in onion to saute
