Two white ponies with blue eyes and two gray ponies with brown eyes. It could be that the twins might be different from eachother. Eg that the two white ponies were twins. It might be that one was a Pegasus and one was a unicorn. That's why that some of the white and gray ponies were different. They were all just clones. The ones that were not in disguise spell or anything they didn't need to blend in other wise how would their friends know that this her friend. If my theroy works then please tell sawtooth about these .
The out of universe reason the guard has variety now is probably because the creators realized it was confusing in universe for all the guards to look the same so they made new designs or used other pony designs with different colors
