Strictly speaking, it is the number of the beast in John's apocalypse. The beast has lots of curious properties and features, and is a politician. The text itself doesn't say anything about the devil, the beast being the devil is a loose interpretation. Other interpretations read it as the Antichrist (curiously the text also doesn't say anything about a christ, or the Christ, either), which some believe to be the son of Satan (who also doesn't feature explicitly in the text itself), who may or may not be the devil.
