I am fairly sure he applied for the first residence permit for studies and not a visa as defined in the Finnish legislature. Proving your identity at a Finnish mission You must have a valid passport or some other valid travel document and you must reside legally in the country where you submit your residence permit application. If you are not a citizen of the country where you submit your residence permit application, you must present a document proving that you are staying legally in that country, in accordance with local legislation. Usually, a residence permit or a visa is sufficient proof. The document can also be a certificate issued by the UNHCR or the authorities of the country where you are residing, proving that you have been registered as a refugee or as an applicant for refugee status in the country where you submit the application.

They really need to be your money to use after you move to Finland. If that isn't the case, then it can be seen as fraudulent activity while applying for the residence permit. It can lead to the cancelation of the permit.
Visa is a visiting permit to visit Finland for 90 days. There are no language requirements. A Residence permit is required for staying longer. No languages skill requirements in getting a residence permit for studies.
