Cards like lightning bolt will be higher than the power 9 anyways, because they've been played forever in multiple formats. Unless you mean top 10 cards with the most points in vintage only?
Misdirection is a card I also always think of as a free counter, though really it only actually counters other counterspells. But it does make for a 4th free blue interaction spell in Masques block which is pretty silly.
If Commander had competitive tournaments... well for one it's a terrible idea that I'm glad never happens, but more importantly Fierce Guardianship would probably be on this list. Maybe even top 5 depending on how many events were run by the time you did this list. It's a must run in any cEDH list with blue.

"Counter" as a mechanic puts the thing in the graveyard. Cards that exile, or put things on top, or back in hand, have to have text that says otherwise because of it. That would be like saying "Destroy doesn't always put things in the graveyard," because some cards exile." But in reality destroy DOES put something in the graveyard by definition, unless the card says otherwise. Same with counter.
So funny to me, back when it was released, most people thought Force of Will was no good, and at first glance it's a worse Counterspell.....then once people realized how powerful a free counterspell is, it became a staple.

And, I'm really glad I pulled a foil retro-border Force of Will during a Dominaria Remastered draft recently!
508 points is just absurd. It would be fascinating to see what the theoretical maximum percentage it could have achieved is, given that only a small fraction of tournaments have had it be legal at all; my guess is that it's probably close to 50 percent.

Black Lotus got 848. Dual lands got an average of 617, so there might be one with higher score than lotus. They are also legal in both Vintage and Legacy.
I think some of the point totals are wrong. - Number 3: 2 x 27 = 54 + 175 = 229 Not a big deal, doesn't change anything - Number 4: 2 x 51 = 102 + 61 = 163 This is below the Number 5 point total of 186 (which does look correct) So it seems to me Numbers 4 and 5 should be swapped
It has never made sense to me to call a spell of any kind that you can sack or discard something or pay life to avoid the mana cost free, as it is not. Mana free would be a more accurate descriptor in my opinion.

Stifle and cards that do a similar thing are aso a counter to storm as you counter the trigger which makes the copies.

I pulled one nearly 25 years ago. People tried to get me to trade it back then, but I never did.

Duel Commander exists and it is competitive. Fortunately, Fierce Guardianship is banned there.

It's generally not free to play. People play it for 0 some in Vintage, but not often enough.
You should make MTG Top 9 every time you do counterspells, because its alway Force of Will on #1. :)

OLD Quirion Dryad looks WIERD. I feel like this is an Enchantment or Equipment card with its emphasis on the WHIP and not the CREATURE holding it.

Life is a resource, so i dont count mental misstep as free
Almost all of these use some resource, so by your definition, none of them are free.
Generally in Magic, "Free" means 0 mana.
