People aren't very bright which explains the writing and I think they just got the Vortens because it was cheap.

The 2010s Vortens Vienna Flux toilet replaced a 2000s Kohler Wellcomme toilet and the Lowes not far from me and one of the locations Men's Restroom has these exact fixtures and layout but opposite rooms when the store was built but the flushometers are 11 inches high on each toilet.

Gotta admit, Lowe's bathrooms don't seem all that big at first, but the space is utilized VERY well. 3 urinals and 5 toilets including TWO(!) handicap stalls....

I went to Lowe's on Gulfgate there's Dexter urinals and Highcrap toilet, then on Fairmont Pkwy in Pasadena, there's Washbrook urinals and Crapderas
