All EMS calls and 911 calls are logged and recorded. Not only by the police department but through hospitals and enroute.
Per protocol EMTs are trained ( State and National Wide ) required to do Safety First
    1. Scene Size Up
It is critical before approaching any scene that as a " Emergency Medical Technician" follow protocol.
Medical code of Ethics you will not abandon patients nor block access. If it is critical you evac some patients and are not able to transport all it is required that emergency backup is enroute you are also required to let victims know help is on the way.
You will however standby and call for mass casualty assistance. This is your duty to report the scene. This is usually " Life Flights", additional medical evac vehicles, transport vehicles, civilian and military.
National Guard and Reserve are supposed to stand ready.
If hospitals and emergency services are not capable to render proper aid because of lack of assistance, room and or equipment it is vital for
all emergency services to be called.
Including Oahu and the Big Island.
Owners of vessels that go past international waters usually have CB Meratime communication systems.
I will not stand to listen to this monstrosity.
Not rendering or exhausting all critical life saving services is called " Medical Malfeasance "
