To be totally fair they did push it somewhere else for 2 also, they just moved it more for the show

At least in Fallout 2, it still remained in between Vault 13 and 15 in the middle of the desert.

I always just assumed that its location on the map was a placeholder for "It's actually down a little further aways, we just didn't want to have to expand the map any further". It's in the very bottom right corner, after all.
