The only other presentation software I know supports adding a webcam to slides is Keynote: ruclips.net/video/4tptiP0POUg/видео.html. I wouldn't be surprised if others will add a similar feature as well though.
I am using Cameo however I have slides that have it's own hyperlink to a video I can't get the hyperlink to open while recording. Is there a way to make it work?
Hmm... That's an interesting challenge. Since the link opens a browser, it's outside of PowerPoint. To record both applications, you would need to use a software like Camtasia that allows you to record your entire screen.
The only reason I can think of is that Cameo requires a paid subscription. If you are subscribed and the feature isn't enabled, I'd contact Microsoft's support.
