They tried to change him as a Sephiroth clone, or implanted him with the same amount of Jenova cells that Sephiroth has. He's not a clone. He was a human being who got experimented on with Mako and Jenova cells, and before the Nibelheim incident, tried to get into SOLDIER.
I think the only way to truly beat Sephiroth for good is to somehow remove the g cells from him similar to how Cloud lost his geostigma in advent children. Or he’s going to keep wandering around just outside the lifestream waiting for a way to get resurrected.
Officially: No it isn't. Unofficially: Most definitely. You don't just spend money on creating a scene like this just to pretend otherwise, because the hug wasn't needed to advance the plot. It's obviously added just to up the freaky factor.
