I feel like on the final draft, each Captain should be given 1 chance to steal someone. Imagine the Dons listing the groups, and Martin's like.. "I will steal Queenie from Vito's group."... But then Clark's all like "I will steal Yuno, we need a hacker, and I'll take care of him my don."... and Marty already used his steal so he can't steal Yuno back 😂.

The simple answer is that Crocc is a top tier roleplayer and is fanning the flames because it's interesting.
He doesn't want to keep the status quo OOC, so he is fighting against everyone IC to keep it because that causes more friction.
