Odd that the reporter said that Kishida doesn't follow the US and is seeking better ties with China. Japan's restrictions of semiconductors, production equipment, and chemicals seems oddly opposite of those comments. Further, Japan's military alliance with the US against China is another factor that leads to believing Kishida's attempt at better ties with China contradicts that comment. Japan is a colonial outpost of the US and does what the US wants and currently China is viewed as any enemy or competitor of the US. Kishida's actions follows the latter sentence exactly. Japan can expect more decoupling in trade and political ties with China as it continues to follow the US narrative.

I would like to know which country would like to be held hostage on their technological progress by such malicious sanctions that is designed to cripple its technological progress.
This should be the start of the conversation and not this dribble that does not add to the conversation and instead seems to paint China as the one that is against the rest of the world when it is the US and China in this technological race and the US is cheating by imposing such bans on China.

The main reason U$A will never able to compete in Chip manufacturing.
All the country that do well in chip manufacturing , has Confucianism culture.
For chip manufacturing, a high level of discipline is the key, and most Americans today don't possess it.
    They call it “forced labour"
Taiwanese media reported on August 2 that TSMC claimed the production holdup at its Arizona facility was caused by a shortage of trained American labour and that they had sent staff from Taiwan to assist with the factory's development. Labour union officials in Arizona, on the other hand, criticised TSMC for exploiting this as a justification to bring in "low-wage foreign labour."
