I used to ride on a child car seat on school bus of my private school as a toddler in early 80s in Europe. USA school buses are way behind the European ones in child safety.
I like the seat belt idea but not the other idea of car seats since this makes sense for the reason people argue about seatbelts in the first place (not good argument against seatbelts but definitely against car seats): that if the bus catches fire and needs to be evacuated immediately the bus driver can’t go around helloing all the young students (who can easily learn to release a seatbelt but not the car seat belt mechanisms)
