They kinda do as they present a big threat within the world without All Might. The entire season represents the world where All Might no longer reins as the Symbol of Peace. Its a time of chaos and everyone is worried about something. This made the Yakuza easy to develop and resurge. Though I would say they should've been dragged out a bit more.

They did him so dirty in the anime. I felt like it was so rushed he should have gotten a full season. It was just him getting jumped and beat up non stop. His ability is op af but nerfed for the plot. Then after all that they toss him away for tomura’s “character development”
