I agree with you, the type of semi-animation you call still frame really needs a name. I'm one of the few people who make videos like this in Polish. Having a proper, widely accepted term would really help me and my colleagues explain what we're doing to people who feel confused after seeing our videos.

Eh, not really. Animatics and storyboards are usually rough artwork that outline a story or action sequence, and they're made to be the bones of a real animation. These "still frame" animations are finished art, and a lot of the time almost nothing is happening. They're closer to animated comics or Picture Music Videos than anything.
I don't understand fandoms. I only realized I was part of the Magic: the Gathering fandoms about 10 years after joining, when I finally started commenting on pony videos and started considering myself part of that fandom. Those are the only fandoms I'm currently a part of, and I honestly don't have much desire to join any others? The main things I wish I saw more of and had more people to talk about it with are Cowboy Bebop and Avatar: the Last Airbender.
How about "deluxe animatic" for that style of animation? It has the still frames at key points an animatic would have, but is in more detail that a normal animation would have, but this is me getting a first impression of what such a term could be.
