Double Elemental Damage is still better than Elemental + Atk but the difference is only 5% , so if you have a really good Atk 3 piece but trash Elemental Damage piece then Elemental + atk will be better than Elemental + Elemental

ATK is actually good for Jiyan. I've seen some people say atk/aero is better if you have his weapon. If you don't though, it doesn't hurt to roll them. It would only be about 5-10% worse, which isn't worth the headache.

Specifically for Jiyan, dmg bonus and atk% 3costs are better. Though in the end it all boils down to how much crit you have.
