This happened to me, I think around bag 4 or 5 one of the little parts bags wasn't in there. I just messaged Lego and they sent me a replacement bag immediately, but you do need some sort of proof of purchase. I think it's a known issue with these sets which is why it was so easy. With other sets it could be more difficult.

I was really surprised to see that LEGO has the transformers license now, I remember a long time ago buying the old knock off Kreo sets.
