- Darkel was a character that was removed during the development of Grand Theft Auto III. Little is known about the character, except that he was supposed to be an evil, revolutionary street urchin who wanted to bring down Liberty City's economy through terrorism. He is rumored to also be located at an unknown location in Grand Theft Auto: Liberty City Stories. A lot of people also think that he was re-textured into Ratman in Grand Theft Auto IV.
Interestingly, his actor (Bill Fiore) is still listed in the credits.

Rockstar said that Darkel wasn't fit to be in gta 3, he doesn't seem to work along with game characters of gta 3.

I wonder if Darkell as a whole is what inspired the Rampage sidemission. Like they obviously knew mowing down helpless pedestrians is funny, but doing it because some creepy guy in a bridge convinced you to makes Claude come as off even more of a psycho than he already is.

His character model can be found under the bridge in the standard release, there are actually two of him with molotov cocktails with two of the same female NPC's.

Darkel’s Ice Cream mission was added as I scream, you scream, and the drive by mission is similar to D-Ice’s first mission.

They could bring him back but with a twist in his missions. His missions would focus on the survival of the homeless. One mission would have Claude break into city hall to find a map of the underground. Another mission would have you hijack trucks of supplies.

If a character can be removed and it doesn't change the story, the character should be cut, not always but most of the time it's a good choice.

I respectfully disagree, as that is the case with some of the characters in GTA 3 that made the final cut. Joey, Luigi, Salvatore, Toni, Maria, Donald Love, all have very little to do with the story and are just shoehorned in. (Spoilers: Claude literally kills Maria shortly after saving her at the end, proving the mission was not to save Maria, but to get his revenge). The reason R* removed Darkel is (as stated officially) because the missions just were not as good and were tonally odd. This makes a lot of sense to me, as it was their first venture into making a 3D GTA. As much fun as R* has with controversy, it is not improbable that if Darkel's missions would have caused controversy, they would want the missions to at least be able to stand up to all the others.
Gameplay > Story
No. In the context of this plot, it goes without saying that some clients you help to get money or other help have nothing else to do with the main plot, as they naturally have their own interests. Because of this needed help and world building, they are just as important to support the plot as the story of Catalina
So his missions were basically having Claude kill random people walking through the streets who had absolutely nothing to do with the main story............is it any wonder why RockStar decided to scrap this character? Lol.
Rockstar said that his missions were meaningless.

It's one thing to take pedestrians out on ur own accord, but feels kinda dirty having it as an actual set of missions.

It's no wonder they cut him from the game. Everyone literally has a legit reason to give you work, Darkel just wants you to kill people simply because he just hates everyone. He's like the MC from Hatred, before Hatred was a thing.

Actually, there was a mission on GTA 2 where you get a bus, pick up a bunch of people in the Russian district and drive the bus to a hot dog factory. The text dialogue is far more disturbing than just a scream and a splat.

His missions were rampages and it's traces can be found in ps2 version files of gta 3
