It was only on the second generation ("New") 3DS and 2DS consoles. For the first generation consoles, the original 3DS and 3DS XL had the Circle Pad Pro accessory, but according to a Masahiro Sakurai video, the accessory ate quite a bit of CPU time, around 5% or so if I recall that video correctly.
Also, 3ds games tend to be smaller than Gamecube games, so textures are usually compressed and suffer the most, which is what you see in Xenoblade on 3ds, the textures are low resolution and therefore extremely blurry. I'm sure they could have made it look better if they tried. Also, the Gamecube, Wii, and 3DS don't work the same, the 3DS has its own graphics pipeline stuff that's somewhat unique and also has an entirely different processor architecture, Power PC vs an ancient version of arm before it got actually good, so it's apples and oranges really.
The only distinct memory I have with Minecraft 3DS Edition is that people boo’d when it was first revealed at the Nintendo World store in NYC. Not trying to hate on this version, I just thought it was kinda funny.

Yeah, no way it would be able to emulate a GC game. It can emulate PSX games and N64 games (if there was a proper emulator for it) pretty well.
